Project Manager PMO Quality Control

The opportunity:

The Project Manager within the PMO Quality Control function is responsible for ensuring quality within the planning, management and delivery of projects, from initiation to close, while meeting agreed business and technical objectives within time, cost and quality standards. Working as part of a wider Quality team, the successful candidate will work within Bank of Ireland`s central project governance function.

Location: This role is based in Dublin

Key Responsibilities:

Governance Monitoring and Control

  • Ensure evidence that projects have established an appropriate project governance structure and effective communication processes
  • Ensure the Banks standard project management framework is in place, setting out the reporting, control and escalation mechanisms and incorporating the necessary internal approval mechanisms as required
  • Ensure projects demonstrate management of project issues, risks, dependencies and change control within agreed processes, and update Business Case accordingly, to ensure delivery of results within the agreed scope
  • Ensure that the Bank of Ireland investment approval and review process is followed and be responsive to the recommendations of any health check /project reviews
  • Provide the necessary reports on project quality status to the central governance function

Project Initiation & Planning

  • Ensure project scope is clearly defined and recorded
  • Validate that all critical documents are evidenced and agreed with the relevant authority
  • Ensure budgets, schedules and scope are aligned across critical project delivery documents & artefacts
  • Ensure robust standards are in place and in line with industry standards

Project Execution and Delivery

  • Monitor the overall project progress, referring major issues, risks, schedule or budgetary changes upwards to the relevant central governance functions
  • Co-ordinate and foster teamwork and manage the knowledge and skills transfer across the Quality Control team
  • Ensure robust estimates are in place and in line with industry standards
  • Monitor deliverables to ensure that all project deliverables are to the appropriate levels of quality, on time and within budget, in accordance with the project plan and coherent with the overall project objectives and related business strategy
  • Contribute to the overall Quality Assurance framework by determining integrity of the project
  • Where appropriate, maintain oversight and approval on the user acceptance testing deliverables - approach, scope, sign-off criteria etc. and ensure completion of Operational Acceptance Testing activities
  • Ensure that solutions demonstrate appropriate quality to transition to production, involving Technology Services throughout the project lifecycle to support service design and the release of any changes into production
  • Communicate with all stakeholders to ensure ongoing quality is agreed and/or deficiencies highlighted
  • Participate in a Project Closure report and follow up on any recommendations required

Risk and Compliance

  • Work with PM`s to maintain & monitor quality standards, controls, processes and solutions, to minimise business and IT risk
  • Ensure full compliance with all Group, Legal and Regulatory requirements and standards

Management Support

  • Live and support Group culture, values and behaviours
  • Positive and proactive participation within the wider Quality team and active collaboration with colleagues across IT @ BoI, Group Manufacturing and Group as appropriate

Essential Requirements:

Experience

  • Deep understanding of project delivery lifecycle and methodologies
  • Excellent knowledge of Financial Services
  • Working knowledge of project processes, software development cycle, Bank technical architecture, development, compliance, regulatory and implementation standards
  • Proven ability to engage with, and leverage, partners to ensure quality is embedded as appropriate
  • Expert level familiarity with quality management concepts and their application
  • Operational background understanding need to deliver to key timelines

Education:

  • Leaving certificate - minimum of 5 passes (grade D or above) at Ordinary Level, which must includeEnglish and Maths, or equivalent or superseding qualification

  • 3rd level degree in a relevant discipline
